If the caster does not move, you can try rotating the screwdriver around the caster to experiment with different angles and check which one gives you higher leverage to pull out the caster.

If you are using a pry bar, position the nail-pulling slot at the exact spot between the chair and the caster over the stem. Next, you will notice the caster popping out once you pull on it slightly.
